the sandbox skull, and the rest of the new skulls are actually in new content downloadable maps for multiplayer for example on sandbox the skull is out of reach in normal play because you would get killed by the guardians so you have to go into forge and use the tubes to build a tunnnel,
same with orbital and assembly you can only get to them when youre in forge add me if you need help

i saw a preview of some sort that says something about the citadel skull being in campaign; inside the citadel, the skull is on top of one of the small rooms you walk through to get to truth.

if you pay attention, the names of the achevements tell the location of the skull, i know as a fact the sand box skull is in sand trap and the lomgshore skull is on last resort. now you can sort of get hoe and where to look in the multiplayer maps

nice but i wish bungie would start caring about there customers and bring back the old ranking system just because u win games in social matches and it says ur a general does not consider you a general at all i mean anyone can win social.
